Border blockade in Western Balkan countries – 14.09.2026

According to information provided to SEEFF and FIATA, the activities related to the consequences of the application of the Schengen short-stay regime and the Entry/Exit System (EES) on professional drivers from the Western Balkans are continuing.
SEEFF points out that the existing rules create serious administrative restrictions for professional drivers from non-EU countries, which may affect the smooth running of international road transport, supply chains and the competitiveness of the transport sector.
In this regard, SEEFF calls for finding practical and safe solutions, including the establishment of a specific legal framework for professional drivers, which will enable them to carry out transport operations smoothly, without unnecessary administrative barriers, while respecting EU border management rules.
According to the information provided, if a solution is not reached or the implementation of the measures is not postponed, transport associations from Serbia, Montenegro, Bosnia and Herzegovina and North Macedonia announce a blockade of road border crossings to EU countries, starting from September 14, 2026. It has been announced that the blockade would last until the requirements related to the extension of the permitted stay of professional drivers in the Schengen area are met.
At the same time, activities have been announced for August 31, 2026 in front of the EU representations in the Western Balkan countries, while September 1, 2026 is indicated as a possible date for additional talks with representatives of the European Commission.
SEEFF appeals to the European Commission, the European Parliament, EU Member States and the competent institutions to take timely actions to find a sustainable solution, in order to prevent serious disruptions in international transport and European supply chains.
